22. CULTURE PUBLIC POLITICS (ABSTRACT)

This propositions series intend to contribute to discussion of Culture Politics in Brazil among all people interested in this area as way of going deeper into culture making purposes improving abilities in proposing, applying and evaluating culture politics in public sector, under a republican point of view and as a state proposal namely starting and focusing whole society in its unity.

Despite of provoking nature of its targets and theoretical high esthetics and ethical freedom it has, Culture area is a kind of hostage of large historic restrictions which  put it in a peripheral position in the state structure.  This position compelled  society to solve its cultural request by itself and this put state in a supplementary role in terms of sustainable development.  To perform a supplementary  role requires good knowledge in quality and quantity of all installed capacities of society; this kind of acquaintance is only possible by specific inventories; social participation is fundamental to reduce historic isolation and irrelevance of Culture area.

We have focused in Culture problems but all of our Public Politics mainly in local and state level – even many federal proposals have the same mistake: they are connected to provisional periods of time - linked to specific terms of office;  this kind of distortion provokes lack of interest in basic information about whole universe of intervention and long term actions. This problem makes evaluations impossible and are a good way for politicians to bring out benevolent discernment about his own actions. In this context it’s completely clear that internal managing mechanisms  - as planning systems, in so far as they take on restrictive and controlling objectives of short terms they diminish their role in prospective and arbitration actions.  

These are true for main state functions; in peripheral ones, possibilities of changing or reversal of problems are null. If internal instruments are worthless let’s require direct support of society. Specially in functions connected to leisure (culture, sports and tourism); they are a kind of novice in the state structure and  their actions and  process of intervention are yet runny and inconsistent.

As the last propositions we recommend a strategy of intervention and a preliminary form of explanatory concepts.  In reason of institutional and political impediments and another inertial and historic factors this task involves, we recommend the inventories have to be made by external organizations of state structure, as NGO or similar, with permanent supervision of public clients.  The of these inventories will result in operative information and would subside future Culture Politics, Programs and long term Plans by a state perspective and with  partnership and according to interests and  needs of all society.
